Laura Miguez Howarth is an accomplished education and operations executive with nearly two decades of leadership experience focused on building high-performing schools and systems that support student success. As Chief Operations Officer for KIPP Texas, she oversees statewide operations across multiple domains including enrollment, attendance, safety and crisis management, information technology, facilities, transportation, child nutrition, state PEIMS reporting and school systems. Throughout her career, Laura has led large-scale teams, developed organizational strategy, and built sustainable systems that enable schools to thrive.

Laura’s career with KIPP spans more than seventeen years and includes roles as a teacher, school leader, Head of Schools, and senior operations executive. She has led and developed school leaders and operations teams across multiple regions, guided large-scale initiatives through periods of significant change, and helped strengthen operational infrastructure serving thousands of students and families. During the COVID-19 response, she played a key leadership role in redesigning school systems to ensure safe and effective learning environments.

Recognized for her collaborative leadership style and commitment to developing others, Laura is a recipient of the Lorraine Ramos Excellence in Operations Legacy Award and the Ryan Award. She holds a Master of Arts in Teaching from Middle Tennessee State University, Bachelor’s degrees in Organizational Communication and Spanish, and is fluent in Spanish.
