Joe Billings serves as Chief Operating Officer at Prodeo Academy, a growing network of PreK-8 public charter schools in the Minneapolis-St. Paul metro area. Joe leads teams, systems, and cross-functional priorities that advance operational excellence, enrollment growth, and Prodeo’s mission to close the opportunity gap. Across that work, Joe is known for bringing clarity to complex priorities, strengthening organizational systems, and helping leaders translate ideas into clear plans and disciplined execution.

Joe has spent his career in Minnesota public charter schools, where he has developed a deep belief that strong schools depend on strong systems, continuous innovation, and people who are well-supported to do their best work. Prior to becoming COO, he led school-based operations for the Prodeo network, coaching campus operations leaders and strengthening core systems across multiple school sites. Before joining Prodeo, Joe served as Director of Data and Technology and later as Director of Operations at a network of charter alternative high schools focused on dropout reengagement.

Joe holds a bachelor’s degree in sociology from the University of Minnesota and a graduate certificate in charter school leadership from Southwest Minnesota State University. His connection to charter schools is both professional and personal: he is an alum of a charter school, a charter school parent, and the spouse of a charter school educator. Outside of work, Joe enjoys exploring Minnesota’s lakes, forests, and wildlife with his wife and two young boys, who keep him busy asking a constant stream of very important questions about the world.
